General contractor EllisDon Corp. was picked the winning bidder among several prequalified firms seeking to do work on the Wellington Building.

The construction management contract is the second in a two-phase project to rehabilitate the 85-year-old Parliamentary precinct building, which is "at the end of its life expectancy," stated Public Works.

Construction is scheduled to begin next month, and finish in 2015. The work will include restoring the exterior and changing the interior space to accommodate 10 committee rooms and 69 parliamentary offices. These will be used when the Centre Block is renovated in a few years.

In addition, the renovated building will have a "specialized glazed atrium" and new electrical, mechanical and controls systems, stated solicitation documents posted to Merx, a procurement site commonly used by the federal government.

NORR Ltd. is the design and construction consultant for the project.

In March 2010, PCL Constructors won a two-year, $39.29-million abatement, demolition and seismic upgrade contract for the building's first phase of construction. Construction over the two phases should cost $245 million.

The full list of prequalified contractors was:

- Aecon Buildings and Thomas Fuller Construction Company Ltd. (joint venture)

- Carillion Construction Inc.

- EllisDon Corp.

- PCL Constructors Canada Inc.

- Pomerleau Inc.

- SNC-Lavalin Construction (Ontario) Inc., SNC-Lavalin Inc. and Larivière Construction Ontario (joint venture)

Separately, EllisDon was awarded $66 million to restore the former Bank of Montreal at 144 Wellington St, the company announced.
