Welcome to the 2023 BOMA Commercial Space Directory. This is the first edition of a re-booted version of the Directory, with a new layout, new content and back to our fall publication.

We all have been through a tough few years and the current economic climate leaves us facing additional challenges, but it is important as an industry that we look forward. Over the next few months BOMA will be examining re-vitalization. This term has many meanings, but it encompasses safety, security, vibrancy and economic activity as elements of bringing back our urban centres to what they were previously.

This issue is going to look at creating more downtown residential as part of a long term plan that many major cities world wide are embracing. Cities like New York, London, Hong Kong and closer to home Vancouver and Edmonton are all trying to encourage new development and redevelopment in the downtown core, with mixed use buildings a specific goal.

Why should we look at increasing the residential component to our downtown core?

Increased Foot Traffic: Downtown areas with a residential component tend to have a steady flow of people living there, which boosts foot traffic throughout the day and evening. This increased foot traffic benefits local businesses, including shops, restaurants, and entertainment venues.

Economic Vitality: Residential development in downtown areas can stimulate economic activity. Residents spend money locally, contributing to the growth of the local economy. As more people move downtown, it attracts new businesses and investments, leading to job creation and economic vitality.

24/7 Vibrancy: A downtown with residents experiences a more consistent vibrancy throughout the day and night. This helps create a safer and more attractive environment as people are more likely to be around, reducing the potential for crime and creating a more welcoming atmosphere.

Community Building: Downtown living fosters a sense of community. Residents often engage in local events and activities, which can create a strong sense of belonging and pride in the downtown area. This can lead to volunteerism, civic engagement, and a more cohesive community.

2023 A Bounce Back Year

Without question 2023 was a bounce back year for all 11 BOMA’s across the country. As we compare notes with our colleagues we can take comfort that despite all that has gone on our events have re-bounded to more traditional levels.

BOMA Lunch Series

The BOMA Lunch Series continues with a series of Lunch and Learns that had a sold out audience attend our lunch with Mayor Mark Sutcliffe, get an update on the state of the local real estate market and will end the year with a one on one discussion with Helen MacMillan, General Manager, Rideau Carleton Casino/Future Hard Rock Ottawa.

BOMA Days

We hosted our full program of BOMA Days, including the Curling Funspiel, Ski Day, BOMA BBQ, Spring & Fall Golf tournaments and in December the annual BOMA Holiday Lunch on the theme of Holidays in New York. Most of the events sold out encouraging us to build on each success with ever bigger events.

Advocacy

Not all in what we did in 2023 was about networking. This year saw us actively advocating with the federal government for a return to work, which they finally adopted a three day a week policy. Despite this many buildings have not seen a return to work of all workers, especially from the government sector. The efforts continue.

We are also very involved in many different initiatives to promote action plans for re-vitalizing our downtown core. The lack of workers on a daily basis, combined with the downturn in the economy has placed pressure on our members buildings and infrastructure as the most vulnerable of our community are trying to adjust at the same time.

Professional Development

A Full program of professional development opportunities, anchored by our popular Building Systems Essentials, but complemented by our Tech Day in June, a Plan Reading Course and a series of webinars from BOMA Canada.

Publishing

BOMA Ottawa and BOMA Canada published several articles and guides since our last directory. We addressed healthy habits to prevent the spread of germs, the impact of Carbon Pricing Policies and defining a pathway to Sustainability. 2024 will likely see us concentrate on the economy while we still consider strategies to move towards net zero.

The shape of things to come: How office buildings are getting a new life

At first glance, the 14-storey highrise just a stone’s throw from Parliament Hill doesn’t look like anything special.

The idea of turning offices that are past their best-before dates into apartments or condominiums is hardly novel.

factors could add fuel to the office-to-residential conversion trend in the next few years.

With more employers rethinking their need for downtown office space as the hybrid work model becomes a way of life, class-B and C buildings that were already hard to fill before the pandemic have become even less attractive to tenants, they note.

“The owners of those asset classes, they really need to rethink their asset strategy,” says Scott Pickles, a Toronto-based principal and senior vice-president at Avison Young. “Do they stay or do they innovate? Conversion is just one option to innovate, but really it’s a great opportunity — even though it might not feel that way — to rethink what they should do with their assets.

“If they (have) older, smaller footprints, if they have some unique characteristics and amenity spaces, a conversion would give them that uniqueness that will help position them well in the marketplace.”

Pickles’s Ottawa-based colleague, Church, notes that Mayor Mark Sutcliffe made housing a key plank in his campaign platform. Sutcliffe pledged that 100,000 new homes would be built in the capital over the next decade, and Church says

space and turn it into housing.

“It’s about the opportunity on any given day,” he says. “Given the political climate locally, I think (conversions are) going to come into greater focus. In short, I think there’s some momentum that way.”

Still, transforming a decaying office tower into a place where people actually want to live is often easier said than done, experts caution.

“There are a whole host of issues,” says veteran Ottawa real estate executive Shawn Hamilton.

“The idea of conversion is often a soundbite that sounds better than the idea of building new. And people will often say, ‘Look, it must be cheaper and quicker to convert an old office facility into residential than it would be to build new.’ In some cases, that is correct. But the reality is, the conversion of a building is a much more complicated process than people give it credit for.”

Hamilton points out, for example, that a building has to be the right size and shape to accommodate apartment units that don’t end up looking like “bowling alleys” — that is, suites that are long and skinny in order to have a window while still conforming to the typical apartment size of around 750 square feet that makes rental projects economically viable.

“You need efficiency to have things make economic sense,” he explains. “A larger floorplate, although not impossible to subdivide, may not lend itself well to it. You also need to be able to offer a product that meets the demand that’s being asked for.”

Hamilton cites 473 Albert St. as an example of a property that lent itself to such a conversion due to its configuration. “Because it was a narrow rectangle, it subdivided well.”

Then there are the costs and headaches associated with upgrading and expanding the plumbing, heating and air conditioning systems in office buildings, which aren’t designed to handle the number of bathrooms, kitchens and other such facilities required in a residential space with dozens or

hundreds of units.

That often means stripping a building down to its skeleton and reconstructing it from scratch — all the while working around typical structural elements like post-tension cables within the floor slabs.

“You never really know what’s behind the walls until you open up the walls,” says Pickles. “In some ways, the stars need to align to make sure all those systems will work for the new purpose.”

Even if a building is the right shape and a developer is willing to shell out the necessary cash to refurbish it for residential use, it might still be in the wrong place.

Towers that are crammed in between other highrises might saddle residents with what Hamilton calls a “quintessential Manhattan view” — a brick wall outside their windows — while offering no room for balconies or backyards.

Today’s tenants, he says, are demanding more from their domestic spaces.

“In a world of hybrid work, I think the comfort of home will take on an even greater meaning than it might have in the past, given you’re going to be spending more time at home than you might have traditionally done,” Hamilton says.

Yet despite all the potential pitfalls, one of the city’s largest property managers says it is actively “exploring opportunities” to acquire office space and repurpose it into residential units.

“Does it work for every building? Absolutely not,” says Regional Group chief executive Sender Gordon. “Developers have to be thinking down this line. However, in order for it to really be a reality, it takes partnerships. These are very costly projects.”

Church suspects Regional Group won’t be the only local developer looking to jump on the conversion bandwagon.

While acknowledging that such undertakings are “not something that’s done lightly,” he says turning empty offices into a steady flow of monthly rental income is an enticing proposition that will prove hard to resist if the conditions are right.

“There is lots of opportunity out there, if people know what rock to look under,” Church adds.

Katasa Group has plans for Slater Street highrises

Alocal developer is adding to Ottawa’s list of proposed office-to-residential conversion projects with a plan to turn a Slater Street commercial building into an apartment complex with more than 200 rental suites.

KTS Properties, the Ontario arm of Gatineau’s Katasa Group, has partnered with Sudbury-based ARG Devco to acquire a pair of office highrises at 66 and 130 Slater St. from Toronto’s KingSett Capital. Terms of the sale were not disclosed.

In an interview, Katasa Group partner Tanya Chowieri said 130 Slater St. — a 13-storey, 123,000-square-foot building that was constructed in 1966 and is now only one-third occupied — is an “ideal” candidate to be redeveloped as a multiresidential property.

“There’s no wasted space,” said Chowieri, noting the L-shaped building is in good condition and has a fairly narrow, rectangular core that lends itself well to apartments.

“I thought the building had great bones already. KingSett has done a great job of (maintaining) the buildings.”

Chowieri said the company’s initial concept calls for about 203 rental suites in a mix of studio, one-, two- and three-bedroom apartments at starting rents of $1,600.

She said the developer is still ironing out details of the proposal, including what amenities will be part of the project.

“We’re thinking of different ideas of what to put in there,” she said, noting the company is also looking at incorporating ground-floor retail space into the proposal. “It’s very preliminary at the moment.”

While KTS initially targeted only 130 Slater St. due to the site’s potential for a conversion play, KingSett was also shopping 66 Slater St., a 22-storey, 262,000-square-foot office highrise just down the block.

Chowieri said her firm decided to bid on both properties, with the aim of finding new homes for most of 130 Slater’s remaining commercial tenants in the neighbouring highrise, which has about 38,000 square feet of vacant space.

Completed in 1970, 66 Slater has undergone substantial renovations over the years, with KingSett investing about $29 million in the property since 2010.

Its tenants include several government agencies and departments, such as the Privy Council and Veterans Affairs Canada, as well as co-working giant Spaces, which occupies about 72,000 square feet.

Graeme Webster, a partner at Koble Commercial Real Estate and Brokerage who represented the buyers, said 66 Slater boasts a strong lineup of long-term government tenants and is further bolstered by the presence of Spaces, making it an attractive long-term investment for a firm like Katasa.

“When you walk through the space … they’ve invested a lot of money,” he said of Spaces, a multinational provider of flexible office real estate. “It’s cutting-edge co-working space.”

In Katasa, 130 Slater has an owner that’s no stranger to the challenging task of transforming a 57-year-old office tower into a modern residential complex.

The company has overseen a number of conversion projects in Montreal and Ottawa, including the Theo building, a 12-storey officeturned-student residence at the corner of Rideau Street and King Edward Avenue.

Chowieri said the company has been scoping out other opportunities to get back in the conversion game, but finding the right property is often easier said than done.

“We have quite a bit of experience in conversions, so we were not afraid of that,” she said, adding the firm conducted “extensive studies” of 130 Slater to determine whether it was a viable candidate before pulling the trigger on the deal.

“There are currently a lot of office buildings that are empty downtown and have possibilities of being converted that are for sale. However, the footprints don’t necessarily work.”

The sale is another sign that more developers are embracing the concept of conversions as the escalating housing crisis dominates headlines and Ottawa’s downtown office vacancy rate rises to record highs amid the shift to hybrid work during the pandemic.

In announcing the capital’s latest conversion project, KTS is following in the footsteps of Ottawa-based CLV Group, which recently completed a major redevelopment of a former government office building at 473 Albert St. into a 158-unit apartment complex.

Last month, CLV announced it is poised to launch its second conversion project at the recently vacated Narono Building at 360 Laurier Ave. W.

With the federal government planning to divest aging office properties in the National Capital Region and other 1960s-era buildings nearing the end of their life cycles, Webster said it’s no surprise that office-to-residential conversions have become the topic du jour in local development circles.

“At the end of the day, there’s residential demand, there’s pressure from virtually all levels of government to really look at (converting) existing (office) real estate and make a run for residential.”

Ottawa in ‘unique position’ for retrofits, REPORT FINDS

As a record amount of office space sits vacant in Ottawa’s downtown core, a study says the capital is well-positioned to turn some of its empty towers into residences.

The report from the Canadian Urban Institute released earlier this year looked at 30 buildings in six Canadian cities that were identified as potential office-to-residential conversion candidates based on location, size and vacancy rate.

Ottawa is home to 11 of the buildings, which were selected by architecture and planning firm Gensler. No other city in the study — which also included Winnipeg, Halifax, Victoria, Regina and Moncton — had more than five.

The report said Ottawa “has the most potential for conversions” among the six urban areas it examined. That’s partly because the city has the largest inventory of vacant office space, but the study also noted that the capital has “a significant number of high- and low-rise, midcentury buildings considered feasible for conversion.”

With the downtown office vacancy rate at all-time highs and a rental vacancy rate of 2.2 per cent in 2022, Ottawa has both high office supply and high housing demand, the report added.

Meanwhile, the federal government’s muchanticipated plan to sell off and vacate large swaths of downtown real estate could provide additional incentive for developers to repurpose empty federal office highrises as residences, the study said.

“The presence of federal buildings and anticipated office consolidation and disposal by the federal government gives Ottawa a unique position to address housing need, bring more residents to downtown, and address explicit climate goals including (greenhouse gas) reduction through building retrofits,” it said.

Gensler’s formula for assessing whether an office building can be turned into residential space includes factors such as how close a building is to transit hubs, if its floor plan lends itself to apartments or condo units, the size and number of windows, as well as features like parking and mechanical components.

Four of the 11 buildings in Ottawa graded higher than 80, meaning they are “likely to succeed” as conversions.

Another four scored between 73 and 78, suggesting they “can succeed but compromises will be required,” according to the study. Three buildings scored lower than 70, making them “unlikely to be feasible.”

The study did not specify which buildings Gensler assessed. Four of the structures were characterized as “brutalist concrete,” five were low-rise concrete and two were steel-frame buildings.

The study said anywhere from 1.15 million to 2.6 million square feet of downtown Ottawa’s office space has “conversion potential,” with enough real estate for 1,500 to 4,200 residential units.

But it noted that the high-end figure includes several buildings that were identified by stakeholders but not “modelled for feasibility.”

The 2.6-million number also exceeds the total amount of vacant downtown office space recorded in the first quarter — 2.55 million square feet, according to real estate firm CBRE.

Ottawa developer Neil Malhotra said he’s happy the Canadian Urban Institute has “identified some opportunities” for conversions in the downtown core.

But he said a “host of other factors” beyond the things Gensler assessed helps determine whether a conversion is economically viable.

“It’s a more complex issue than just naming 11 buildings,” said Malhotra, chief financial officer of Claridge Homes. “Building conversions are very, very complicated.”

Malhotra also noted that, even if conversions resulted in the maximum 4,200 housing units the study projected, it would still represent only about a 10 per cent increase in Centretown’s total population.

“It sounds like a good number, but it’s a drop in the bucket (compared) with what needs to happen,” he said. “There are tens of thousands of bodies that need to be replaced every day in downtown Ottawa if we’re going to have a sustainable downtown core. This is a great step. This ain’t the magic bullet, either, though.”

Sparks Street BIA executive director Kevin McHale said conversions have been a regular topic of conversation “for some time” among Ottawa’s business leaders. But just because everybody’s talking about something doesn’t mean it’s going to happen, he added.

“It’s great to say that a building can be converted, but then the next discussion is who’s going to convert it, who owns the building, do they want to convert it,” McHale said.

“Whatever buildings are down there, we just want to see them maximized. I’m interested in making sure that the conversations don’t just stay conversations — that we start putting effort into these conversations to make them a reality.”

Narono Building conversion aimed at younger crowd

The developer that transformed a vacant commercial building on Albert Street into an apartment complex is poised to launch its second office-to-residential conversion project in downtown Ottawa.

CLV Group plans to gut the recently vacated Narono Building at 360 Laurier Ave. W. and turn it into a residential development with 139 rental units, president Oz Drewniak said.

“No one wants to have empty buildings downtown,” Drewniak said. “It doesn’t do anything for anyone.”

The company and two partners purchased the 11-storey, 107,000-square-foot property from True North Commercial REIT for $17.5 million in a deal that closed in July.

The Correctional Service of Canada previously occupied more than 100,000 square feet of space in the building, but the federal government did not renew its lease and the agency moved out earlier this year.

It will be the second major conversion project for CLV Group, which recently finished redeveloping another former government office, the 11-storey Trebla Building at 473 Albert St., into a 158-unit apartment complex.

Calling the first project “a little bit of an experiment,” Drewniak said his firm will try to apply the lessons it learned from that process to the new undertaking.

“To me, 473 Albert was almost like taking a bachelor’s degree, and 360 (Laurier) is going to be like taking a master’s degree. Afterwards, it’s going to be like we’re experts.”

Opened in 1968, the Narono Building is “as close to ideal” a candidate for a residential conversion as the company has found in Ottawa, Drewniak added. It’s the right shape and its floorplate is compact enough to allow natural light to fill the apartments, he said.

“If it’s too deep from the core to the wall, you have super-deep units and it’s hard to design those units,” he explained. “This is kind of like a slab-style building where it’s rectangular in nature. It’s not perfectly ideal, but it’s close.”

CLV Group’s proposal calls for a mix of studio, one- and two-bedroom apartments as well as 1,450 square feet of groundfloor commercial space.

The 12th-floor mechanical penthouse will be enlarged to accommodate a rooftop patio and party lounge with a hot tub. Other amenities include a fitness centre, games room and potentially other offerings aimed at the young professionals who are expected to be the building’s target market.

Slayte more than half occupied, developer says

InterRent REIT is seeing robust demand for rental suites in one of the capital’s most prominent office-to-residential conversion projects, with more than half of the former government office building’s 158 units now occupied.

Ottawa’s largest real estate investment trust said its 11-storey Slayte rental complex at 473 Albert St., the firm’s first office conversion project, has “reached the final stages of its interior construction.” The company said the property is more than 60 per cent leased, adding it is “optimistic that the leasing momentum will continue throughout the rest of the leasing season.”

InterRent is managing the property, which it acquired in 2019 for $21.3 million. With help from local partners such as Linebox Studios and Bassi Construction, InterRent and CLV have spent more than two years converting the half-century-old building into a high-end rental complex with a rooftop terrace and other amenities such as a fitness centre, theatre and games room.

Turning antiquated commercial space into residential units is a hot topic in Ottawa.

Other firms are seriously considering gutting outdated office buildings in their portfolios and reimagining them as multi-residential developments including Montreal-based Groupe Mach, which says such a process is “an appealing option” for a vacant, 14-storey former government office complex at 110 O’Connor St. it purchased from Cominar REIT in 2021 for $40 million.

InterRent and CLV wouldn’t reveal exactly how much they spent on transforming the old office cubicles at 473 Albert into apartments, but CLV president Oz Drewniak said that conversions are “not easy” and often end up being nearly as costly as constructing a new development from scratch.

“The amount of due diligence that’s required to do a building like this is tremendous,” he said in an interview. “If someone is thinking that they can take one of these office conversions and build new residential (units) and save 25 per cent, they’re dreaming.”

Incentives could spur more activity in Ottawa

Conversions seem like a major undertaking. What are the advantages and disadvantages of the process from an economic, social and environmental perspective?

We see office-to-residential conversions as one of today’s best ways to create much-needed housing in Ottawa, for several reasons. Because the building’s structure is already in place, we can compress the construction duration and, if planning can be streamlined, these conversions will provide housing to the market faster than new builds. Using the pre-existing structure also means that we are able to build these residential units without the heavy carbon footprint of new concrete. More importantly, we believe that office conversions solve two other critical issues plaguing Ottawa today — they combat the incredibly high office vacancy rate, and help to revitalize our downtown core. Older class-C and -B office buildings are undesirable for today’s workforce and will mostly sit empty unless converted or demolished. By converting them to residential apartments, we can

repurpose a perfectly useful structure and bring people back downtown to live, work and play, thus revitalizing downtown and supporting our mass transit infrastructure and businesses nearby. Conversions, however, don’t come without pitfalls. A higher initial capital outlay means that time is not on the side of the developer. Planning needs to be expedited and streamlined for the nuances that come with conversion. Since municipal planning departments and consultants are more familiar with new construction processes, there is a learning curve for both developers and the municipality. There’s also the challenge of trying to fit residential components into a building that was designed for office use. You need to think about elevator and stairwell cores, floorplate sizes and window exposure that was not set for residential use — this is akin to placing a square peg in a round hole. Furthermore, the total cost of conversion includes purchasing the existing office building, consultant fees, municipal development fees, parkland dedication costs, selective demolition, then adapting and reconstructing to residential. Combined, these

costs are no less than building new, hence why timing and execution are so critical.

What are the most important characteristics a developer needs to look for when assessing whether a building is suitable for a conversion? What makes some buildings more viable for conversions than others? There are many characteristics that require careful consideration, including floorplate depths, exposure to windows, layout of the elevator and structural core, among other elements. Most office buildings were initially designed to have large open spaces with square central cores — this can make residential unit layouts difficult as they are too deep and have low window-to-square-footage ratios. Tenant lease tenure is also very important. It is not possible to convert half a building due to the full upgrade of plumbing, electrical and mechanical systems that is required; thus the entire building needs to be emptied prior to conversion.

In your estimation, how would the cost of a conversion compare with demolishing an existing structure and rebuilding it from scratch?

The total costs between converting an existing building, demolishing and rebuilding or building from raw land are all similar. Sellers of existing office buildings or of land are very sophisticated and they are often aware or advised of the cost to convert compared to the cost of new construction. The office building price or raw land price is then maximized by the seller to what the market can support, inclusive of all development costs. As such, when all related development costs are tallied at the end, there is no meaningful difference between the various approaches — only timing, environmental and social benefits.

CLV Group has completed a largescale conversion of 473 Albert St. What were the biggest challenges you faced in redeveloping that property?

I would categorize the challenges into two buckets; building-related and market-related. We could literally fill this article with challenges and lessons learned. For example, building-wise, there were challenges with the elevator and structural core configuration, which required heavy modifications. The layout of existing window openings required very creative unit design layouts. There were surprises not identified on as-built drawings, which were only found during interior demolition, that added timing and costs. There were high costs for stormwater management and parkland dedication fees that added millions of dollars to the budget. As for market-related factors, we purchased 473 Albert just prior to the pandemic. This brought about a whole other set of

challenges. We were faced with redesigning suites to respond to a hybrid work culture; we were faced with sudden supply chain issues, long delays and rising hard costs; we were faced with labour strikes and major infrastructure and roadwork in front of the building, all of which were out of our control and added to the timing and cost of the project. It was a tremendous learning experience for all involved.

What were the biggest lessons you learned during that process that you plan to apply to your next conversion project at 360 Laurier?

Although Albert was a huge challenge for the reasons listed above, it taught us many lessons in due diligence, creative design and adaptability. It is ultimately important to conduct thorough due diligence and design testing prior to purchasing a building to convert. You have to ensure that you understand all the potential pitfalls that may be faced during conversion. It is also critical to have a consultant team that is adaptable to change and can think outside of the box — no matter how much due diligence you do, there will always be things uncovered during the demolition process that need to be solved in unconventional ways midway through the project. You have to go into a project like this with eyes wide open and the ability to pivot quickly.

Typically, what are the steps a developer has to go through to make sure conversions

comply with all provincial and municipal regulations? How long does the approval process take?

This can be a lengthy process, depending on how an office building is zoned. A full zoning review is an elemental step during the due diligence period of buying a building. If the zoning allows for residential as one of the uses, then the process is a full site plan application and change of use from office to residential. It becomes more challenging if the zoning needs to be changed to allow residential use. In that case, a zoning amendment would be required and potentially an Official Plan amendment followed by a full site plan process. Thereafter, the usual building permit application process is required to ensure that the construction plans conform to the local and provincial building codes. The timeline can vary depending on the approach and complexity, but it can range from eight months to a year or more.

This is an area where we have seen the City of Ottawa begin to focus through a SWAT team dedicated to conversions. These conversions need expertise because each one is so unique. Although it is early in the city’s process, we are hopeful that the SWAT team can help developers through the complex planning process quickly so we can see more buildings become converted in the future. This would be good for everyone.

What would be the No. 1 piece of advice you would give to a developer that is considering a conversion for the first time?

Due diligence! You can never do enough due diligence. And ensure you have enough contingency built in for surprises along the way, because there will be many.

Besides 360 Laurier, are you considering any other sites for potential conversions either in Ottawa or elsewhere?

We are always looking for new opportunities and continue to review buildings on and off the market. Although we want to do more in Ottawa, we are starting to look in other markets due to incentives being offered to convert offices to residential use. For example, Calgary is providing incentives of up to $75 per square foot to developers who are converting offices to residential. This co-partnership approach between the city and developers is attracting lots of interest and has already helped Calgary convert offices into over 700 new apartments. It’s exactly the type of help we need to see here in Ottawa to spur more conversions and to support and revitalize our downtown district. It needs to be a team effort.

“We’re thinking creatively to see what else we can put in there that our demographic’s going to want to see,” Drewniak said.

The building’s existing windows don’t open and will be swapped out for modern, energyefficient replacements. More windows will be added by punching out some of the precast concrete panels.

But the vast majority of the building’s exterior will be preserved, Drewniak explained, saving more than 15 million kilograms of concrete – the equivalent of 720 truckloads of cement.

Concrete production is one of the world’s biggest sources of carbon dioxide pollution and Drewniak said the Laurier Avenue project is expected to generate 28 per cent fewer greenhouse gas emissions than building a similar-sized development from scratch.

“There’s a ton of embodied carbon in concrete,” he said. “We’re going to be able to do this in a highly sustainable way.”

CLV Group is collaborating with many of the same partners it used on the conversion at 473 Albert St., including engineering firms Cleland Jardine and Smith + Anderson. The redesign is being spearheaded by Ottawa-based Linebox

Studio, which also worked on the Albert Street redevelopment.

“They’re being very creative with this conversion process to balance the ‘brutalist’ nature of the (architecture) with the modern needs that residents … expect,” Drewniak said of Linebox, a firm best-known for designing Shopify’s former headquarters at 150 Elgin St. “They’re doing a great job bringing those two together.”

Drewniak said CLV Group’s success with 473 Albert St. has triggered a flood of interest from investors interested in teaming up with the Ottawa firm.

CLV Group partnered with two institutional investors to buy 360 Laurier. Drewniak said those organizations, which do not wish to be identified, are keen to work with the company on other conversion projects in Ottawa and other Canadian cities.

“High-calibre institutions see (conversions) as a very responsible way to develop,” he said. “We’ve been constantly looking at leads. We’re definitely going to try to do more of these.”

Drewniak said it will take about two years to complete the conversion process at 360 Laurier. “There are a lot of steps to go through,” he noted. “It’s going to be all hands on deck, for sure.”

BOMA Ottawa Membership Categories

Membership is broken into three basic categories: Corporate, Allied and Associate local.

Corporate membership requires the ownership or management of a building or property. Allied membership is extended to firms who clean, maintain, modernize, light, or otherwise provide products or services to the industry. Associate membership allows for more than one person from each member firm to be associated with BOMA. Membership is based on a regular calendar year.

Governments are examining issues surrounding use of energy, waste management and the generation of pollutants with increasing urgency. Changes in law are constantly evolving and the building industry has a choice: to be a leader in developing its own plans to conserve scarce resources or possibly be forced to do so by unnecessary government interventions.

BOMA BEST® is a national green building certification program launched in 2005 to address an industry need for realistic standards for energy and environmental performance of existing buildings based on accurate, independently verified information. Commercial buildings that are BOMA BEST® certified will have a distinct advantage when it comes to attracting and retaining tenants. In most cases, it also costs less to operate and maintain the buildings due to increase in overall building efficiency.
